This will cause GW2 to re-download the details on what it needs to patch. Also verify it's actually using the VPN and try different servers. If it still fails, open msconfig, select the boot tab and check safe boot with networking under it, then ok and reboot.
The outage was mitigated by Level3 around 2/12/14 4:01:32 AM GMT or 11:01PM EST. This is most likely your issue as Level3 is one of the ISPs used by ANet for server connectivity. The DDoS was caused by an NTP amplification attack and NTP should now be shut off on the core routers that had the problem. Looks like the problems are back again.
